A British yachtsman in the city of Vigo commits suicide. He was a director of a tourist agency in Falmouth, Cornwall with regular yachting runs down to the North West of Spain. Sergio Garcia, a young lieutenant of the Spanish Civil Guards pursuing the cocaine drug cartel between South America and Galicia, suspects foul play. Frustrated with internal organizational red tape, he decides to carry out his own investigation and seeks the help of Stan Bullock, the Honorary British Consul. Meanwhile a sinister assassination of suspected terrorists in the area takes place. Although their investigation leads to one of the main cocaine cartels in the United Kingdom, it is the terrorists that eventually threaten Sergio and Stan's lives as they inevitably uncover the link.
